Import Labour Scheme Hybrid Seminar

On 10 January 2025, the Hong Kong Security Association (HKSA) hosted a Hybrid Seminar on the Enhanced Supplementary Labour Scheme (ESLS). The event brought together representatives from the Labour Department, the Police Licensing Office (PLO), and the Security and Guarding Services Industry Authority (SGSIA), along with over 80 participants from across the security sector.

This seminar served as a vital platform to facilitate two-way dialogue between industry practitioners and regulatory bodies, providing clarity on the ESLS application process and highlighting real-life challenges faced during implementation.

After consolidating member feedback and discussion points raised during the event, HKSA has identified three key areas for further follow-up:

1. Enhancing Flexibility in ESLS Contract Terms
Currently, ESLS contracts are rigid in terms of fixed work locations and contract durations. However, the reality of security operations often requires greater adaptability — for instance, redeployment to different sites due to service changes or unforeseen needs. HKSA will advocate for more flexible contract terms to better match industry workflows while remaining compliant with policy safeguards.

2. Streamlining the SPP License Application Process
The time to obtaining the Security Personnel Permit (SPP) — including steps such as acquiring a HKID, completing training, and submitting the SPP application — may take up to 3–4 weeks. Employers are required to bear salary costs from the day of the worker’s arrival, creating financial strain while awaiting approval. HKSA will explore process optimization and cross-department coordination with relevant authorities to shorten the timeframe and reduce employer burden.

3. Allowing a Grace Period for Job Familiarization
Under the current arrangement, imported workers may not begin work without an SPP license. However, many employers have expressed the need for a brief grace period to allow new hires to undergo on-site job orientation and familiarization (without performing regulated duties), improving operational readiness once the license is granted. HKSA will raise this suggestion for discussion with the relevant departments to assess its feasibility.
